First used in Adelaide on the Torrens-to-Torrens (T2T) project to track the contractor’s performance against Key Performance Indicators (KPI’s) to minimise traffic disruption. Every hour of the project was scored against baseline criteria with a dashboard to display performance day, month and project to date.
The T2T project team defined eight distinct travel time routes along and across the project. The routes travelling along the project corridor were considered more strategic and had a higher weighting applied to their performance metrics. Twelve months of data were extracted for each route and baseline ranges were generated for each month. The contractor would receive a +/- 100 score for each hour based on where it sat within the historical range.
The Oaklands Level Crossing Grade Separation project utilised a dashboard and a performance criteria developed on upper travel time limit based on the busiest hour of the busiest month of the year. This enabled the contractor to have greater availability in the quieter months and at off-peak times of the day when the surrounding road network had more available capacity to accommodate diverted traffic. It incentivised the contractor to avoid peak periods to stay below their threshold. Use or the Origin destination feature enables the contractor to strategically locate the portable VMS where they will be able to alert the road users prior to heading into the congestion.
